Presidents Statement On Buliisa Conflict 2007-09-06 By ppuSome few weeks ago, the Commander of the Field Artillery Division in Masindi, Colonel Fred Mugisha, sent me a message on the military radio saying that there were cattle-keepers in Buliisa who were misbehaving and disturbing the indigenous Bagungu of Buliisa. He said they were misbehaving by allowing their cattle to trample on the Bagungu’s crops (kwonesa) and, sometimes, beating the Bagungu. That same night I spoke to Colonel Mugisha on phone in order to get details. I asked him why the civilian authorities in Masindi were not taking action. As you know, since 1997, the authority in Uganda was decentralized: Veterinary, Agriculture, Education, Land matters, etc., are all handled at the district levels. Somebody cannot, for instance, acquire land for agriculture or ranching unless he gets it from the District Land Board. ..more

The whole modern sector of Uganda is suffering: factories, hotels, offices, homesteads, butcheries, etc. Those who are able are forced to buy standby generators which increase their costs of production and, therefore, undermine the competitiveness of our businesses in the international markets. How can FDC say I bribed judges? 2006-01-17 By ppuI have read the blatant lies contained in a letter written by the Forum for Democratic Change (FDC) and its leaders Winnie Byanyima and Jack Sabiiti to the Chief Justice. The letter was published in New Vision and The Monitor on December 31, 2005 and it alleges that I, through the Chief of Military Intelligence, bribed Justice Remy Kasule of the High Court and Deputy Chief Justice, Leticia Kikonyogo. The lies and concoctions are not new. For long, the opposition and especially the FDC have engaged in a desperate and futile bid to tarnish the image of the Movement Government and its leaders. ..more

I believe that this attempt to bring bad light to the President’s reputation is not just wrong; it is a real insult to the whole of our family, to say the least. However, a minority of Catholics in Germany refused to accept the new doctrine, whereupon the Bishops excommunicated them and tried to remove similar minded university professors and school teachers from their posts. But Prince Otto von Bismarck rejected the dismissals, and instead stopped religious inspection of schools. He then forced religious colleges to accept examinations set by the state, and also made civil marriages legal thus reducing the extent to which the church could control the family. Firstly, as by law, Museveni is not yet a registered member, let alone office bearer in the NRM organization and therefore cannot “sideline,” anybody. As NRM interim chairman Alhaji Kigongo has said, all is normal and smooth in the organization, and when the constitution is amended to allow fully blown multiparty politics, Ugandans will be treated to what is in stock. ..more

General. Mugisha Muntu…1 2004-09-07 By Offono Opondo, Director Information, Movt Sec.FORMER Russian president Boris Nikolayevich Yeltsin used to say that even a great fire eventually burns out. Only time will tell how long former senior officials turned critics, like Maj. Gen. (rtd) Mugisha Muntu and ESO’s David Pulkol will burn on. Muntu, a former UPDF Army Commander (AC) for ten years, and so far the longest serving, is now the strong flag bearer of the re-branded Reform Agenda, the Forum for Democratic Change (FDC). In the quest to built political carrier outside the military, Muntu seems to have joined the long list of those rising through calculated half-truths. Only last week, Pulkol tried to put a political twist to the arrest of the estranged UPDF Lt. Charles Koryang claiming he was the target. Yet records show, and Pulkol knows that Koryang was never officially attached to him but used tribal connection to get the officer as his ADC until the rules caught up them. Pulkol knows that his wife cannot be entitled to a UPDF Lieutenant for a driver, even if we were to accept that Koryang was seconded to him. This is a clear indication of abuse of facilities attached to him! ..more

John Kakande’s column “NRM elections not democratic,” (New Vision August 30,04,” at page 10, contained deliberate and obvious distortions.The NRM organization takes his assertions seriously and hereby states that it has no deliberate intention to flout its constitution, the Political Parties and Organisations Act 2002 (PPOA), and the Uganda constitution.
Kakande raised a number of issues, which I, would like to respond to as follows: Firstly, the NRM organization has not elected any office bearers, but took political advantage and assumed election structures some of its leaders and supporters used previously to form the nucleus of “The promoters.”

A Coram of seven Supreme Court judges: News 1 2004-02-11 By Offono Opondo, Director Information, Movt Sec.a Coram of seven Supreme Court judges unanimously ruled in favour of DP leader Paul Ssemogerere and others that the Constitutional (amendment) Act 13 of 2000 was null and void. According to them in a lead judgment written by Justice George Kanyeihamba the Act was invalidly passed because parliament failed or ignored to comply with specific procedures laid down for amending certain provisions of the constitution. The petitioners were also awarded costs.
