President Yoweri Museveni has commended the Uganda Police for defeating the so called Walk-to-Work elements.He was speaking during the passing out ceremony of 538 Cadet Officers yesterday at the Police Training School Kabalye, in Masindi district who completed their 9 month training.
President Museveni also commended the Uganda Police Force leadership for the different training programs including Karate. He said that the Police will be built around the issue of crime prevention and effective investigations adding that this task will be executed in close collaboration with the Director of Public Prosecution. He underscored the need for social discipline within the Police force pointing out that the Uganda People’s Defence Forces (UPDF) brought peace in Uganda because of the effectiveness in handling deviants and those that would commit crime.
President Museveni strongly cautioned radio stations that are in the habit of inciting wananchi into committing crime and called on those concerned to ensure that the situation is addressed in order that malice is not spread through the media.
Turning to development in the Police force, Mr. Museveni said that buildings in the institution can be constructed by the Force itself using its own manpower. He said that he was ready to promote the building capacity of the Police.
He was pleased to learn that the Police Force has established a SACCO that is appreciably in full operation. He pledged a donation of Shs 200 million to promote the activities of the SACCO.
President Museveni commended plans to start a Police University. He, however, stressed that in order to become a soldier or Police Officer, one needs to love one’s country, pointing out that it entails no mistreatment of wananchi.
The President thanked the leaders of Masindi district for the good working relations with other officials in the district. He said that Kabalye Police Training School is a stimulus to the local economy. He was pleased to note that the local people have benefited by supplying vegetables and other products to the School.
The President strongly cautioned the Cadet Officers against the HIV/AIDS scourge. He said that they ought to take care of their health on top of avoiding drunkenness, promiscuity, corruption and laziness.
Internal Affairs Minister, Engineer Hillary Onek said that the Police service had improved tremendously and called on the new Cadets to be united in the service of the country.
Speaking at the occasion, the Inspector General of Police, Kale Kayihura, re-emphasized the essence of training for the Police Force. He revealed that plans were in the pipeline to upgrade Kabalye Police Training School to a Police Academy. He revealed that the Uganda Government, in collaboration with the United States of America, is preparing to launch a counter terrorism training centre.
The Commandant of the School, Assistant Commissioner of Police Moses Kafero, reported that the 538 Cadets covered a variety of topics in their training including law enforcement, defensive tactics, counter terrorism, ideology and martial arts, among others.
